this command can convert text to speech programe that can help people with low vision to use pc by hearing what the are doing,and many other option in it ,try and u will see.

close and re-run ie if he is allready open
if ur a person that install,reinstall,uninstall...then after a time ur window will give u error in some application.
no need to format anymore.
follow this step to recover
1-start
2-run
3-Sfc /Scannow(copy-paste this order)
put ur window cd in cdrom
what will happen?
1-the file that was given error will be recover
2-the missing file that u dont even have it will be installed
then u have a new xp
this command give u all information that u need about ur pc, not many know this command.
