At work I use Photoshop to export the web assets from the designs given to me by our designers and Paint Shop Pro for any small changes, extra graphics or creating imagemaps. I then use the PSPad text editor to build the HTML by hand (that way you're assured of getting W3C compliant web accessible pages).

At home, for my personal websites, I just use Paint Shop Pro and PSPad.

Notepad, without a doubt - that is if you know howto code :/

Otherwise, dreamweaver is the best out there (second to notepad :P)

I think Microsoft Expressions is a good tool

back in the day i just used to think what i wanted the site like and then just code it in notepad and i was very reluctant to move to dreamweaver but when i finally did i realised it was actually rather good! (apart from adding code telling everyone it was made in dreamweaver to every page). not a fan of frontpage and would never use ms word/publishers web pag design bits!
