Yes you can use animated themes on your motorola V3x. To use one, first find the theme you want to use, then check the link, then you must download via wap.
The wap settings need to be set up already on your phone. If they are not and depending on which network you are with, you will need one of these if you are in the UK, otherwise you will need to find the settings from your network provider.

Here are the WAP Settings for the five major Network Providers in the UK ; in order to get your mobile phone set up with WAP can you please confirm that your WAP settings are configured as follows:

Once all that is done, here's the Motorola Guide to retrieving Items via WAP:

Press the central navigation button
Scroll to WebAccess
Select Go To URL
Enter wap.(web address - wherever you find the theme- )
Select "Enter PIN"
Enter your PIN and Mobile Phone number
Follow the instructions on screen to download your Item.

Unfortunately, with the Motorola V3x, you cannot download via cable or bluetooth to the mobile, only wap. I hope this has been helpful.
